Does anyone know if Baidu cost per clicks work in a similar way to Google's and if they also start at the same price?

Hi, they are quite similar, but not exactly the same.
Baidu CPC formular:
Integrated ad position index=Quality*CPC
综合排名指数= 质量度×竞价价格

Keyword Quality: refered by certain period of historical data, also relevant to popularity of keywords, in order to improve keyword quality need focus on:
Keyword relevancy, ad text quality, pwebsite quality.
Keywords quality is a kind of index compare to competitor. if quality index larger than 1 it means your keyword quality is higher than average.

CPC in Baidu is much lower than Google, for example, according our research last time for keyword 'car' in Baidu minimum CPC is about £0.03, compare to Google's £0.19 (not always exactly the same, its always changing). however, traffic in Baidu is much massive than Google.
